New Multi-Family Complex Approved for Salem’s 17th Street

A new 12-unit multi-family housing complex is coming to 17th Street, east of downtown Salem. The development will be located on a 0.4-acre vacant lot between Oak and Mission Streets, an area that has been undeveloped for years.
The project, which received site plan approval in October, will consist of three buildings, each three stories tall. The development will feature patios, a garden, and designated parking for both vehicles and bicycles.

Located just north of Pringle Creek and across from the IRS and Oregon Department of Human Services buildings, the site was recently rezoned from General Industrial to RM-II (multifamily residential) as part of the city’s comprehensive plan update. This zoning change was driven by a housing needs analysis that identified a shortage of multifamily housing in the area.

City staff have confirmed that the planned development is in line with the surrounding zoning and will fit well within the area’s character.
