Southeast Bend Poised for Major Growth
Southeast Bend is shaping up to be one of the city’s most active growth areas, with two major projects now moving forward that could bring thousands of new homes, along with parks, trails, and commercial space to support the growing community.

The largest piece of the puzzle is the Stevens Road Tract, a 260-acre site recently sold to Hayden Homes. This property has been described as a critical addition to Bend’s housing supply, with plans for a large-scale neighborhood that will include a wide variety of housing, parks, and walkable streets. At least 20 acres will be dedicated to affordable housing, including homes for families earning 60 to 80 percent of the area’s median income, and one acre specifically set aside for households with a teacher. Hayden Homes will need to complete a full master plan before building begins, but the city’s vision includes a 29-acre park, multifamily housing options, and commercial areas to serve residents.

Just west of that site, Stevens Ranch is already under construction, with new homes and the Bend Central Library taking shape. Together, these communities will play a big role in meeting Bend’s long-term housing needs. A state forecast projects the city will require about 33,000 additional housing units in the next two decades, and projects like these are central to reaching that goal.
Meanwhile, just a short distance away, Pahlisch Homes has submitted plans for the Union Master Plan, a 45-acre development near 15th Street and Murphy Avenue. The proposal includes 366 new homes: 164 single-family houses, 64 townhomes, and 138 multifamily residences. Nearly five acres of open space and two acres of mixed-use commercial land are also part of the plan, along with trails that will connect to nearby Alpenglow Park.

The Union site has sat vacant for decades, but Pahlisch has been active in the southeast part of Bend with its 700-plus home Easton community near Caldera High School. The Union project, once approved, will continue that momentum and bring new life to this long-empty stretch of land.
With both Hayden Homes and Pahlisch Homes advancing major developments in southeast Bend, the area is set to transform over the coming years. These neighborhoods will bring a mix of housing options, employment space, and amenities that serve both new and existing residents, reinforcing southeast Bend as a hub of growth and opportunity.
