Vancouver Sees Permit Growth as County Slows


New home construction trends in Clark County tell an important story about where the local market is heading.


Permitting activity slowed in unincorporated Clark County last year, with residential permits dropping from 985 to 772, the lowest level in at least a decade. At the same time, construction within Vancouver city limits moved in the opposite direction. The city issued 991 residential permits, up from 817 the year prior.



Much of this shift reflects broader economic realities. Elevated mortgage rates over the past couple of years cooled buyer demand and caused many builders to move more cautiously. When borrowing costs rise, both buyers and developers tend to pause, reassess and scale projects accordingly.


Within Vancouver, some of the increase appears tied to new for rent subdivisions in areas like Section 30 in east Vancouver. These communities function similarly to multifamily housing but are built as detached or attached homes, offering flexibility for renters while helping add supply.



At the same time, multifamily development has moderated. While the number of approved projects has remained relatively consistent, the total unit count dropped significantly year over year. A big factor is land. Large, easily developable parcels are becoming harder to find, and bigger projects come with higher costs and longer timelines. As a result, smaller scale developments and infill projects are becoming more common both inside Vancouver and in surrounding areas.


What this means for buyers and sellers is simple. Supply is shifting, not disappearing. We are seeing more strategic, phased development rather than massive waves of new inventory. That has real implications for pricing, competition and long term planning.
